Coronavirus: State measures must not allow surveillance of journalists and their sources

first_img News RSF_en In Bulgaria, the police forces are authorised to obtain data from mobile phone operators’ cell phone towers without prior judicial authorisation in order to track quarantined or hospitalized persons who do not comply with these measures. Only within 24 hours of receiving such data, the police must inform a judge, who may or may not approve the request. Until now, such a regime had existed only in exceptional cases such as the direct threat of a terrorist act.  China: Political commentator sentenced to eight months in prison Organisation The Israeli company NSO has unveiled software that allows governments to track the spread of the coronavirus. This is the company that was recently accused of selling surveillance software to Saudi Arabia that was allegedly used to spy on the journalist Jamal Khashoggi prior to his murder in October 2018. NSO’s interest in civilian software is seen as a threat to the public’s sensitive data. According to Bloomberg, a dozen countries are already testing the software. Similar technology is already being used in Israel to locate people who have been in contact with those carrying the virus. The Israeli journalists’ union petitioned the high court on 14 March for journalists to be specifically excluded from this monitoring. In South Korea, the government is using an app to monitor people in quarantine and to send all South Koreans texts that provide safety guidance and report the movements of persons newly diagnosed with the virus, giving a link to a list of the places they visited before being diagnosed. Controversial measures have also been announced in Germany and Austria, which have given government bodies permission to analyse aggregated and anonymized location data. A proposal by Germany’s Ministry of Health to draw on individual mobile phone data to identify possible contact persons was withdrawn after heavy criticism. But discussions are continuing about a mobile phone app for monitoring carriers. June 2, 2021 Find out more In China, the government has massively extended its use of surveillance technology to track and control the movements of its citizens. The online payment app Alipay is being used to transmit the personal data of individuals, including their location and ID number, to the police. Further analogue checkpoints and widespread use of facial recognition cameras are rendering anonymous travel and public movement close to impossible. These steps come amidst increased online censorship and a severe crackdown on critical voices. To guarantee the anonymity and protection of journalists’ sources, RSF calls on governments to ensure that any Bluetooth contact-tracing app satisfies the following requirements:It should store as little data as possible and only as much as strictly necessary. Its use must be voluntary. It must be published as open source software from the start. The same applies to changes to the app through software updates. Only in this manner can independent experts evaluate the software and check whether it guarantees anonymity and the protection of sources. All data collected through the app must be strictly protected from any other use by intelligence agencies, other government agencies or corporations. Clearly specified deletion deadlines must be an essential part of the solution; compliance with these deadlines must be verified by an independent body. The creation of private databases with the temporary identification numbers (IDs) of a Corona tracking app must be prevented at all costs.Subsequent extensions of the purpose of such an app, e.g. to control or to check adherence to lockdown measures and contact restrictions, must be categorically excluded. The Bluetooth Low Energy Beacons emitted by mobile phones may only be used to combat chains of infection. Any other use, even for commercial purposes, which a user has not explicitly agreed to, must be prohibited. As soon as the concrete security risks of a Bluetooth-based solution can be assessed, the digital security risks must be carefully and transparently weighed up against the expected benefits of the solution. News Help by sharing this information “During a global public health crisis, journalists play a crucial role in guaranteeing the right to information,” RSF secretary-general Christophe Deloire said. “They must be able to move about and communicate with their sources confidentially. And to cover the crisis, journalists may need to contact carriers of the virus. It is essential that the technological measures deployed by governments do not endanger this confidentiality.” to go further In addition to its system of CCTV cameras with facial recognition, Russia has developed a “Social Monitoring” mobile phone app that assists “self-discipline” by those who have caught the virus. Launched on the Google Play store on the evening of 31 March and removed the next day, it has received a great deal of criticism from IT specialists because of its security flaws. The app requires every possible permission, including access to personal and banking data, location, microphone and camera, and shares this data via unprotected channels. On 1 April, Moscow city hall IT department chief Eduard Lysenko said the app was only for coronavirus carriers, who would be given a smartphone by the authorities. They are also developing a system for tracing the people with whom carriers have been in contact. June 2, 2021 Find out more The United Nations, OSCE and Inter-American Commission on Human Rights issued a joint statement on 19 March about the growing use of surveillance technology tools to track the spread of the coronavirus. It said it was crucial that “such tools be limited in use, both in terms of purpose and time, and that (…) the protection of journalistic sources and other freedoms be rigorously protected.” ChinaRussiaIsraelSouth KoreaEcuadorSouth AfricaBulgariaGermanyAustriaSingaporeAsia – PacificEurope – Central AsiaMiddle East – North Africa AmericasAfrica Online freedomsProtecting sources Internet To combat the spread of the virus, several governments are opting to deploy contact-tracing apps that use the short-distance Bluetooth signal to detect when people have been in close proximity. They include the government of Singapore which is using an app called TraceTogether. Although downloaded more than a million times, it nonetheless missed half of the new cases. Germany is currently considering use of a Bluetooth-based app. Contagion effect in democracies Since the start of the Covid-19 epidemic, authoritarian states such as China and Russia and democratic ones such as Israel, Bulgaria, South Africa and Ecuador have reported using mobile phone location data to contain the virus. RSF recognizes the need for effective measures to check its spread, but urges government leaders to ensure that such measures guarantee anonymity and respect for the confidentiality of journalist’s sources. Receive email alerts Pakistani TV anchor censored after denouncing violence against journalists Other governments have announced similar measures. On 17 March, the government of Ecuador issued a decree authorizing satellite surveillance of mobile phones and the use of location data to contain the epidemic. On 2 April, the South African government passed an amendment providing for specific requests for access to data from the country’s telecommunications operators to identify the number of people infected within a particular area. The amendment stipulates, among other things, that the content of electronic communications cannot be captured.  News April 10, 2020 Coronavirus: State measures must not allow surveillance of journalists and their sources Mongolia : RSF urges presidential candidates to voice support for press freedom last_img read more

Silver’s 1st crisis as commissioner has arrived

first_imgNBA Commissioner Adam Silver answers questions during a news conference before Game 4 of an opening-round NBA basketball playoff series between the Memphis Grizzlies and the Oklahoma City Thunder on Saturday, April 26, 2014, in Memphis, Tenn. (AP Photo/Mark Humphrey)Adam Silver’s first crisis of his relatively short tenure as NBA commissioner has arrived, a race-tinged scandal that has those associated with the game wondering how strong and swift the league’s ultimate response will end up being.Allegations that Los Angeles Clippers owner Donald Sterling was caught on tape making racist comments quickly overshadowed what has been widely received as the most entertaining set of first-round playoff games in league history. The recording was obtained and released by TMZ, and there still has been no official confirmation that Sterling is the man on the tape.Silver’s first priority is verifying the voice on the tape is Sterling’s and if it turns out that it is, what Silver can do is unclear. He works for the owners – but he may not run into any obstacles with his employers as so far that group seems to have no sympathy for Sterling’s latest controversy.“As an owner, I’m obviously disgusted that a fellow team owner could hold such sickening and offensive views,” Charlotte owner and six-time NBA champion player Michael Jordan said in a statement Sunday. “I’m confident that Adam Silver will make a full investigation and take appropriate action quickly.”Added Miami Heat owner Micky Arison: “The comments reported by TMZ were offensive, appalling and very sad.”Silver took over as commissioner on Feb. 1, replacing the retired David Stern, who once famously said that the league decided to suspend Ron Artest – now known as Metta World Peace – for virtually an entire season by a vote that was “unanimous.” By that, he meant the vote was 1-0, his being the lone voice that mattered. This matter is far more thorny, since it involves an owner, not a player. The players union, still without an executive director since firing Billy Hunter in February 2013, is following the situation closely. The union has asked former NBA All-Star and current Sacramento Mayor Kevin Johnson to take a leading role on the players’ behalf to address the Sterling matter.Johnson and Silver attended the Clippers-Warriors game in Oakland, Calif., on Sunday.Johnson said he called an emergency phone meeting of every player representative to the union Saturday night and spoke with Silver before the game. The former NBA player said this is a “defining moment” for the NBA and for Silver, and players trust that the commissioner will meet their demands. Among them:-Sterling doesn’t attend any NBA games for the rest of the playoffs.-Give a full account of past allegations of discrimination by Sterling and why the league never sanctioned him.-Explain the range of options that the league can penalize Sterling, including the maximum penalty, which players want if the audio recording is validated.-Assurance that the NBA and the union will be partners in the investigation.-An immediate and decisive ruling, hopefully before the Clippers host the Warriors for Game 5 on Tuesday night in Los Angeles.Johnson also said there will be no league-wide protest by players or any kind of boycott because there’s enough attention on the issue already and that players “trust Adam Silver. They trust that Adam Silver will do the right thing.”The league and the Clippers are investigating, though whatever ultimately comes down from the league office will be widely perceived as Silver’s decision.“He’s got to come down hard,” Hall of Fame player Magic Johnson, who was referenced on the audio recording, said Sunday on ABC. Johnson added that he does not believe Sterling should continue to own a team. The NBA Constitution is not a publicly available document, though it has been generally understood that the commissioner’s powers are broad when it comes to dealing with matters deemed “prejudicial or detrimental to the best interests of basketball.” Silver himself suggested Saturday night that he has an array of options regarding how to proceed. It’s certainly conceivable that Silver could fine Sterling, suspend him, maybe even demand that he enroll in sensitivity training. Still, the exact scope of whatever powers he has remain vague, especially since it’s also been long perceived that the so-called “best interests” clause is largely meant for discipline involving players. And with the Clippers set to play Game 5 of their series against Golden State at home on Tuesday night, it would seem likely that some sort of resolution comes before then. Sterling agreed to not attend the Clippers’ game at Golden State on Sunday, though there has been no word about his plans for any games going forward.“What, he’s been three months on the job? And he has to deal with an issue like this,” Washington’s Garrett Temple said Sunday of Silver. “It’s unfair to him. It’s tough, but I’m assuming he’s probably called Mr. Sterling, but it’s going to be a difficult situation for him to take care of, and he’s probably going to act swiftly as he said. And he needs to do so. It’s a very tough issue. A lot of different sides. But it’s more than basketball.”Silver hoped his media availability on Saturday night in Memphis – where he addressed the Sterling situation – would be a positive one, with lauding the Grizzlies for success within their market among his planned talking points. The mood in Memphis was dampened by news that former Grizzlies owner Michael Heisley had died, but even that was completely overshadowed by the Sterling matter. The situation has elicited some incredibly sharp comments from players, with LeBron James and Kobe Bryant making no effort to hide their disgust.“I couldn’t play for him,” Bryant wrote on Twitter.Added former Clippers guard Baron Davis, also in a tweet: “Been going on for a long time.”Sterling has been the subject of many controversies in the past, but this one, particularly coming during what has been an outstanding playoffs and with his own team looking like a championship contender, has perhaps generated more outcry than the others combined. Even President Barack Obama addressed the issue Sunday at a news conference in Malaysia.“Black, White, Latino,” Johnson said, “everybody is upset at Donald Sterling right now.”___AP Sports Writers Antonio Gonzalez and Joseph White contributed to this report.last_img read more

‘Irish Water must hear the community at west Donegal meeting’ – Councillor

first_imgIrish Water are set to meet with councillors on Thursday in the Dungloe over the ongoing water network issues in the Falcarragh and the wider Cloughaneely area, it has been confirmed. Last week, Irish Water confirmed that the water supply between Gortahork and Falcarragh had been scheduled for imminent, fast-tracked maintenance works. At the time, Cathaoirleach of Donegal County Council, Seamus O’Domhnaill confirmed to Donegal Daily that funding had been sanctioned for the upgrades and design to commence in the several weeks – with all maintenance to the water supply expected to be complete by October 2019. However, Micheal Mac Giolla Easbuig has called on the utility company to also meet with businesses and community representatives. He said: “Cloch Cheannfhaola and An Fál Carrach have been plagued with problems with their water supply for a number of years and I have made representations on their behalf to Irish Water over that period of time.“In the last six months or so, as the water situation in the area got worse, I asked Irish Water to come to the area to see the conditions for themselves and to talk to the community there to hear how they are affected.“At long last, Irish Water have agreed to a meeting, but it is to be in Dungloe Thursday the 16th at 10am and the only people invited are the Glenties MD councillors. “This is not good enough,” he added.“They need to see for themselves what the water problems are and listen to how this affects the local community.“I know if this on-going problem was affecting me and my family or business I’d be at this meeting.”‘Irish Water must hear the community at west Donegal meeting’ – Councillor was last modified: May 11th, 2019 by Shaun KeenanShare this:Click to share on Facebook (Opens in new window)Click to share on Twitter (Opens in new window)Click to share on LinkedIn (Opens in new window)Click to share on Reddit (Opens in new window)Click to share on Pocket (Opens in new window)Click to share on Telegram (Opens in new window)Click to share on WhatsApp (Opens in new window)Click to share on Skype (Opens in new window)Click to print (Opens in new window) Tags:FalcarraghIrish Waterlast_img read more

Prepping your yield monitor for 2016

first_imgShare Facebook Twitter Google + LinkedIn Pinterest As the use of precision agriculture continues to increase across the US, it is more and more important to ensure that all equipment is prepped, calibrated, and ready for a successful harvest.  One of the more common uses of precision agriculture comes in the form of yield mapping.  Yield maps not only help growers understand end-of-year performance within fields, but also can be used to characterize in-field variation. Information about this variation is often used by service providers to deliver prescriptions, recommendations, or other information back to the farmer.  Because yield maps continue to be an important data layer to learn from and help drive changes or decisions at a field level, proper management of the yield monitor in 2016 is key in order to generate accurate and reliable yield data.  Grain moisture and test weight, along with grain flow through the combine, will vary within passes and across the field.  Therefore, the flow and moisture sensors on combines must be calibrated to these expected conditions in order to log accurate data.  The following best practice guidelines provide essential pre-harvest and harvest yield monitor tips:Be sure to update firmware and/or software for the yield monitoring systems. If necessary, contact your equipment or technology service provider about available firmware updates and where they can be downloaded. Most yield monitors use a mass flow sensor at the top of the clean grain elevator. Due to the grain impact, the plate will wear to the point of developing a hole if it isn’t replaced soon enough. The wear that occurs changes the reading from the mass flow sensor.  Be sure to replace the plate if wear is evident.  Don’t neglect to recalibrate after replacing yield monitor components.  This recalibration is necessary to ensure accuracy of the yield monitor.◦                     A more simple explanation is that a worn impact plate can result in an incorrect yield reading on your display.  It is important to not overlook the yield mapping system as a worn component will throw off yield readings.Update and/or configure DGPS. Software related to auto-steer, yield monitors and other GPS-based systems requires separate attention. Licenses must be renewed. Calibrations and parameters must be updated or confirmed—especially if the display screen in the combine cab was used for planting or spraying earlier in the year. It’s necessary to meticulously switch every setting and value, from machine dimensions to type of crop and operation, so they are relevant to harvest operations.Check auto-steer operations and that previously used AB/guidance lines are available within the display. Remember, you may have to adjust sensitivity settings. It is also important to calibrate yield monitors for every crop, each season to ensure that all data being collected is as accurate as possible. The yield monitor needs to “be taught” how to convert the readings from the mass flow sensor into yield; therefore, it is necessary to show the yield monitor the range of yield conditions it will encounter throughout the season.◦                     It is wise to periodically check the calibration throughout the season to be sure the data being collected is still accurate.◦                     Remember to recalibrate if harvest conditions change. For example, if:Yield monitor components are replaced or adjusted.Grain moistures increase or decrease by over 6% to 8%.After a rain shower but still dry enough to harvest. The use of grain carts to calibrate yield monitors can be acceptable as long as it weighs accurately compared to certified scales.  One should make sure the weigh wagon is on level ground (<2% slope) and stationary for a few seconds before documenting the weight.Bring along your field notes so you can review them during harvest as crop conditions vary or issues are observed. While harvest is a busy time, taking notes and images during harvest (especially if conducting on-farm research) can be valuable data when finally sitting down for post-harvest analysis and summary.  We all forget, so notes and images can help document important information! For more information on calibrating yield monitors, please check out the Ohio State Precision Ag website http://fabe.osu.edu/programs/precision-ag/other where a variety of yield calibration quick guides are available.last_img read more

Workspaces in Premiere Pro

first_imgPremiere Pro comes loaded with additional workspaces which can easily be accessed, modified and saved to customize your video editing layout  In this post we’ll look at how to find, change and save these workspaces quickly and simply.Adobe Premiere Pro has unique workspace layouts for color correction, working with audio, video editing, logging clips and applying effects. Utilize these layouts to speed up your post production workflow and access unique toolsets…or create your own custom layout.  Let’s jump in.Premiere Pro CS6 Default LayoutAbove is the default layout for Premiere Pro.  This is suitable for a variety of video editing tasks, but it’s not optimal for any specialized task like color correction or audio mixing.  For standard video editing this will likely be your layout of choice.Should you ever rearrange this layout and want to go quickly go back to it’s default state go to Window > Workspace > Reset Current Workspace:Resetting the WorkspaceThere’s many ways to move and resize the panels in your Adobe Premiere Pro workspace.  First, you can click and drag between panels to resize them:Icon Between PanelsYou can also move several panels at the same.  Hover over their adjacent corners and this icon will appear:Icon for Moving Multiple PanelsIt is also possible to move panels around to different locations on your display by using the little dotted area to the side of the panel’s name:Dotted Area to Move a PanelWhen you click and hold on this dotted area to the left of the panel name and move that panel to another part of your work area you will get something that looks like this:Drop ZoneIn Adobe Premiere Pro this is called a ‘drop zone’.  If you look at the image above you will see the screen divided into quadrants   Each of these areas will turn a lavender color when you click and hold the dotted area in a panel and then drag the mouse over each of these drop zones. If you drop the panel in the middle zone (as shown in the image above) the panel will become an additional tab in Premiere Pro.  This is what is called a ‘frame’ (a series of tabbed panels). However, if you drop it to one of the sides:Side Drop ZoneYou will create a brand new frame in this area with only one panel in it.New Frame to the Side of the Original FrameSo, not only can you resize any panel to any size you wish, you can also move panels simply by selecting where to drop them.Floating Panels in Premiere ProYou can also float panels, which can be a really great option if you have a two (or more) screen setup.Floating WindowTo do this, simply grab hold of the dotted area to the left of the panel name (just as you would if you wanted to move it to another location).  Then hold the CONTROL key on a PC or the COMMAND key on a Mac and the window will float.Just make sure you let go of the mouse before you let go of the COMMAND/CONTROL key!Saving Workspaces in Adobe Premiere ProAs you move and resize panels in Adobe Premiere Pro, you may end up with a layout that makes sense for your video editing workflow.  In Premiere you can save a workspace so that you can quickly get back to it again whenever you need it (great when working on a shared editing computer).Simply go to Window > Workspace > New Workspace. Then in the dialogue box that pops up, give it a name that means something to you.New WorkspaceNew Workspace NameDeleting Workspaces in Premiere ProDeleting a workspace in Premiere Pro is quite simple.Delete Workspace The only problem you may have is that when you try to delete a workspace you may not see the workspace come up as an option in the dialogue to delete workspaces!  This is simply because you cannot delete a workspace you are presently using. So if this is the case, cancel out from the delete option and simply choose any other workspace you want and then go back to Window > Workspace > Delete Workspace.  You will find the other workspace is now one of the options available and you can select and delete it.Use Specialized Workspaces in PremiereLastly, it is worth saying that you should really get accustomed to using the various workspaces that Adobe have provided for you in Premiere Pro. As you can see from the list:Workspaces AvailableThese workspaces are designed to put the tools you need front and center for completing common post production tasks!  Experiment with the different Premiere Pro layouts, tweaking them to fit your needs.  Then save them and make them your own!last_img read more
